One of Australia’s largest private urban renewal projects has been put on public display by Liverpool City Council.

Liverpool Mayor Ned Mannun said the multi-billion dollar mixed-use masterplan proposed for the site would transform Liverpool.

“This is a welcome milestone in what has been and will be a long development approval process due to the sheer size of what is being undertaken.

“Forward-thinking developments like these present opportunities to shape the city and Liverpool City Council will work with the proponent to ensure the city receives the additional benefits that a transformation of this scale is set to bring.

“The project is on display until November 25, 2024, and we encourage our community and interested parties to have their say by submitting an entry here,” he said.

The purpose of the Planning Proposal is to facilitate the development of a 31.4 hectare mixed-use site, equivalent to approximately 43 football fields.

A planning proposal was submitted by Coronation Property and Leamac Property Group (the Joint Landowner Group) in 2020, which seeks to change the zoning of an industrial estate at Moor Point, Moorebank, and redevelop it into a dense mixed-use area.

The masterplan will be implemented in three phases over an expected delivery period of 30 to 40 years, with approximately 40% of the housing delivered in the first phase.

It is expected that the site will include:

• Approximately 11,000 dwellings with a potential future population of 21,000 people.
• About 346,000 sq.m of commercial and retail space, including:
  • 160,000 m² of new commercial office space, equivalent to approximately 50% of existing space in Liverpool CBD.
  • 167,000 m² new retail space (retail, hospitality, supermarkets and events/showrooms) – approximately twice the size of the existing Westfield Shopping Center in Liverpool.
• Primary school for 1000 students with the possibility of opening a second primary school.
• 10 hectares of public space, including the renovated Georges River embankment and central park.
• Pedestrian bridges leading into Liverpool CBD.
• Designate the area containing the existing buildings as a heritage site to create a ‘Heritage Quarter’ with the adaptive reuse of significant industrial buildings.

During the exhibition period, the Council will also consult with all relevant NSW government agencies on transport, flood, school education, health infrastructure and environmental issues.

After consultations, all proposals will be presented for consideration at a future meeting of the Council.
