Biden intends to write his name in history by rushing Azerbaijan and Armenia to achieve peace – OPINION

The recent actions of US President Joe Biden, who sent representatives to Armenia and Azerbaijan and addressed letters to both states, indicate that he is not interested in achieving peace in the region, but simply intends to write his name in history. Huseynaliev recalled that presidential elections will soon be held in the United States, and although Biden will not participate in these elections, he is authorized until the inauguration of the newly elected president:

“In both letters, Biden noted that the United States expects to sign a peace agreement before the end of the year. This indicates Biden’s intention to take the lead for peace and write his name in history. The Armenian side says that it is ready to sign the agreement. They claim that 13 points or 80 percent of the peace agreement is agreed upon between the parties. Armenia can take responsibility for the remaining issues.”

He noted that a concession on Azerbaijan’s part could be the signing of an agreement on the agreed upon points, leaving the rest for later.

Huseynaliyev stated that the condition for Azerbaijan to sign a peace treaty is to change the constitution of Armenia:

“I don’t think that Azerbaijan will sign a peace treaty without its implementation. As a concession, we can make the following: a draft referendum is being prepared, the questions that will be raised to it, and the changes that will be made to the constitution, and an active process is underway in Armenia. Perhaps then the Azerbaijani side will agree to sign the initial version of the agreement.”

In his opinion, Armenia must, in any case, undertake to ensure the exclusion of articles against Azerbaijan from the constitution, either through a referendum or other means.

The Director of Report emphasized that changes to the constitution in Armenia are planned for 2027:

“But this is a very long process. Armenia also received an opinion from the Constitutional Court on the issue of the connection between the Act of Independence and the Constitution. Armenians are trying in every possible way to prevent the referendum from interfering with peace. The main issue is the Armenian people’s acceptance of peace, refusal to make territorial claims against Azerbaijan in future and enshrining this in the fundamental law of the country. If all this is not resolved, we will preserve a bomb that can explode at any time for future generations.”

Huseynaliev said that signing a peace agreement before the end of the year is unrealistic, and noted that the agreements have several stages.

He believes that initial signatures can be placed on some of the agreed upon points. That is, they should not be returned to later, but more serious work should be done on the remaining points and prepared for the referendum.

The director of the agency said that only one or two points will change in the Armenian constitution. This is not a long process, they can hold a referendum in the summer of 2025, for example, instead of 2027.

Regarding the question of whether there could be a change in US policy if the signing of the peace agreement is postponed to 2025, Fuad Huseynaliev recalled that when Democrats are in power in the US, relations with Azerbaijan cool down:

“If Kamala Harris comes to power, she may not contribute to the peace process. I think that Donald Trump, as a businessman, a pragmatic politician and a representative of the Republican Party, will prefer peace. Trump will not be interested in the terms of the peace process. He will consider the achievement of peace as the main thing.”
